ABOUT ME
Professor
I am Professor Nadir Khalfallah, a professor at the University of Algiers 3, software developer, and expert consultant with over thirty years of experience. My academic background includes: - Business Administration studies in the Department of Management Sciences at the Faculty of Economic, Commercial and Management Sciences, University of M’sila, from 2000 to 2004. - A doctorate in Sports Administration and Management from the University of Algiers 3, from 2009 to 2013. - A PhD in Computer Science, specialising in Software Engineering, from Bircham International University in Madrid, Spain, from 2021 to 2026. My areas of expertise include business administration, organisational management, digital transformation, information systems, and software engineering. My career combines university teaching, leadership responsibilities, and the development of digital solutions for public institutions and private companies. I have served as an adviser to the Minister of Higher Education and Scientific Research responsible for digitalisation, as well as an adviser to the Minister of Tourism and Handicrafts, the Minister of Housing, and the Minister of Culture. I have also held the positions of Vice-Rector for Academic Affairs at the University of Algiers 3, Director General of the Office of University Publications, Director General of the National Higher School of Tourism, and Director of Studies responsible for student affairs at the National Higher School of Management. I apply my knowledge of administration and management to understand organisational needs, improve workflows, and design information systems that support management and decision-making. I have designed and developed dozens of software solutions and mobile applications across higher education, housing, urban planning, agriculture, culture, tourism, handicrafts, and parliamentary affairs, alongside tailored solutions for private companies. In higher education, I developed an academic administration information system based on the LMD framework—Licence, Master’s, and Doctorate—for Algerian universities, before the nationwide rollout of the integrated PROGRES information system. My achievements also include MyBus, a university transport application; IQRAA, the digital library of the Office of University Publications; and EASYALGO, a free and open-source educational tool for learning and teaching algorithms and pseudocode programming. In the housing, urban planning, and city sector, I developed eHousing, a platform for managing apartments of all types nationwide, as well as digital platforms for monitoring the issuance of professional qualification and classification certificates for construction and public works companies. For AADL, I developed several information platforms and mobile applications, including an application and platform for managing housing applicants’ appointments and receiving their concerns, a construction project monitoring platform, and a housing assignment and allocation platform known as “Affectation”. My work also includes platforms and software solutions for the Offices of Real Estate Promotion and Management in Tizi Ouzou and Algiers, alongside electronic payment integration in coordination with SATIM. In agriculture, I developed GHORFATI for the National Chamber of Agriculture, a platform that manages the data and records of more than 1.5 million agricultural investors nationwide. I also developed several information systems for tourism and handicrafts, including a platform for issuing licences to open travel agencies, systems for managing tourism projects and hotels, and tools for managing handicraft sector statistics. In culture, I developed ARTfen to manage artist card applications and issuance. I also created a digital press review platform, “La revue de presse”, for organising, archiving, and monitoring articles published in print and digital media. In parliamentary affairs, I developed the “Souali” platform for the Ministry of Relations with Parliament, dedicated to managing and tracking oral and written questions submitted by members of the People’s National Assembly. In digital communication, I designed and developed SWELL, an instant messaging application developed and hosted in Algeria, and OPTEP, a business communication and collaboration platform deployed and operational in France for a private company specialising in fibre optics. Alongside my professional work, I teach algorithmics, programming, software engineering, and information systems. I connect theoretical concepts with practical applications, drawing on my experience in management and digital systems development. Digital sovereignty is central to my work. I develop solutions that help organisations retain control over their applications, servers, data, and access permissions. My approach combines management knowledge with practical software development, from requirements analysis and system design through to deployment, maintenance, and user support.
