Professor Doctor Temmar Youcef, born on January 23, 1966, in Algiers, the capital of Algeria, is a Professor and Researcher at the University of Algiers 3, Faculty of Information and Communication Sciences. His early academic formation took place in various primary, middle, and secondary schools in Algiers, before he joined the University in 1986. After four years of study, he obtained a Bachelor's degree in Political Science and International Relations. Subsequently, he enrolled in postgraduate studies in Information and Communication Sciences. This marriage between Political Science and Media allowed him to acquire an excellent higher education, culminating in a Master's degree in Information and Communication Sciences. He did not wait long before enrolling in the Doctoral program, having found his calling in the arduous pursuit of knowledge and scientific research. His journey to complete his doctorate began, concluding after five and a half years with the attainment of a Doctorate of State (PhD) in Information and Communication Sciences with the distinction of "Very Honourable" (Très Honorable). The subject of his thesis was "Agenda-Setting Theory and the Extent of its Applicability in Fields Different from its Original Context (the United States)." The defense committee members considered it the first critical study on this topic in the Arab World, and he attributed his success largely to the grace of God. He was promoted based on his scientific works to the rank of Professor of Higher Education (Full Professor) in 2012. He has authored six books, five of which are in the field of scientific research methodology, in addition to numerous articles in the same field and other areas such as public opinion, political communication, and survey studies. He has also participated in many conferences and seminars across various national universities and even in some Arab countries.

Professor Doctor Temmar Youcef has held several pedagogical (teaching) and scientific (academic) positions. These include: Director of Studies, then Database Manager, then Head of the Department of Information and Communication Sciences, and subsequently Dean of the Faculty of Information and Communication Sciences. Regarding his scientific/academic roles, he was elected Head of the Scientific Committee for the Department of Communication. Currently, he is the Head of the Training Field Team (or Training Sector Coordinator) for the Humanities and Social Sciences at the University of Algiers 3.
